In Pokemon Black, do shaking patches/swirling dust/swirling water have a higher chance of getting shinies?

I've been trying to do the Masuda Method for a shiny Zorua, and in the process I've been noticing alot of shaking patches of grass. I keep wondering, do they have a higher chance of being shiny?
